Well, let's put it like this...what would be the benefit of the code if we defend people who are off code? Shouldn't the people who are on code reap the benefits of the code? The code would be deficient if it is not enforced.

This may be the tip of the iceberg. When it is presented in those terms, it just brings into sharper focus, who are the real criminals. I would be far from shocked if the numbers are similar in the UK. (We suspect they are, getting the tangible numbers is always useful.)
