Even the large metropolitan areas there are some houses that you can purchase that are not HOA.
Generally speaking these are your older neighborhoods.
It is right near impossible to find a newly built subdivision that is non HOA. Most of the developers now are wanting HOAs for the newer neighborhoods. Again this isn't because they feel the HOA fees are going to cost black people to not be able to afford to live there.
It's because it gives them a way to harass and discriminate against black people. Lots of black people make good money and can afford to live in these neighborhoods despite them having an HOA.
The HOA is just there that if they see someone that they don't like or the doesn't fit the image they want then they're going to harass them until they move out.
I would n't ever buy a house that has an HOA. I'm a young looking guy that wears braids and is unapologetically outspoken about my culture and being black.
HOAs are going to like that. The minute they see that I don't look like the typical corporate black person and don't fit that cookie cutter image(short hair, shaved, and always wearing casual clothing) that they like to see they are going to start harassing me.
That's why I like having a home that's not HOA. A person may not like the way I present myself, but the minute they step on my property and I ask him to leave and they don't do it then I have every right to defend my property. #pepperspraythatkaren
