I'm fully aware of it and I've written about it extensively. It's a political policy that has been in effect for decades written by Daniel Patrick Moynihan in 1970. A series of anti-Black policies came out between 1970 and 1973. These carefully crafted trash ass policies was the beginning of the end for forward progress for Black people.. Benigh neglect is the very reason both political parties ignore Black demands and why they disrespectfully give to every other non-White group except us.This policy is why the anti-Black VP could comfortably say she wasn't doing shit for just Black people. Benign neglect is codified in American political system. No one says it, the just ignore the hell out of us, especially Democrats.
