This is difficult to answer because there are so many variables. If I had to think of the top 3 from an American context absent of my view as a Black man I would have to pick:

Truman - For creating the CIA
Eisenhower - For letting the CIA run amok
Wilson - For signing legislation that created the Federal Reserve

Truman and Eisenhower have millions of deaths on their hands.

I will be fair, I don't know enough about all of them to say but I feel like JFK was the best we have had. He was the only one who seemed to give a damn like TRULY give a damn about black people and he was ready to end the Federal Reserve, sent through an executive order on it to give us back our money and the dude got his brains blown out.
