It is virtually impossible (financially) to run for Governor or any statewide office like Senator of pretty much any state and win the primary of one of the two parties as well as the general election. Same for President.
There are only a very, very few exceptions (Jesse Ventura for Governor of Minnesota and Obama's senatorial race are examples).
