I strongly believe every building or apartment complex you live in has it's own rules, and before you were granted residence you might have signed to a contract saying you will abide by the rules.

 Notwithstanding race I believe we should all be considerate of other people around us respect and also try not to let our lifestyles intrudes Into someone else privacy. I believe the apartment might have investigated the matter before proceeding to take such an action.

I wasn't there so I can't really conclude who was right or wrong in this case.
