Some people do enjoy living in the city though and country life is not for everyone.The issue though is that there are pockets of poverty that keep people on love wages trapped. You can get a house for 50k and own it outright in a rundown ghetto but you can't find anything under 150k in a suburban area, especially if they are a protected area with low crime. Just look at the housing market.
