Even a confirmed cynic, as I, see the brilliance of such a strategy of having the premise of low-wages for those not the owners of "property" so that one's profits and wealth continue. Everything else, in the latter-words in the screen-play for Michael Corleone, "Nothing personal just 'strictly business' " for the puppeteers. Those operators and victims are just the pawn fodder of the useful and expendable for those ends.


$$$ doesn't care about the ethics or morality, just the bottom line of its possible amorally indifferent profit.
