It appears to be a shift in focus. Kevin Feige stated that phase 4 was meant to be as life after Thanos/Snap/Snapback, and how the world & heroes have moved on since. Phase 5 on the other hand is a dealing with the multiverse. Phase 6 will be doubling down on the LGBTQIA++$ agenda- oh, silly...
